Another character design from LAWLESS and more portfolio work.

ULAG is a resident of the wasteland, which is pretty much the most awful place on earth. Raditation has caused him to from an early age be deformed in many ways, the most obvious is his arm. While being able to use it for basic defense he cannot grip a weapon or deal any serious damage with it. He stands in at 6'8" and weights 440lbs. His sword is made from pure tungsten metal making it weigh close to 80lbs by itself.

Long story short, ULAG does not fuck around.

neck is too big, head too small, I understand the right arm is supposed to be deformed, but it doesn't look right, make it proportional to the rest of the body. Other than that, good job!

You don't get it, do you? A thick neck generally conveys a sense of musculature. His head fits the right proportions for an archetypal "muscleman", and a deformed arm must by definition be out of proportion, otherwise it wouldn't be "deformed"... so what are you talking about?
Still, you are entitled to your opinion. :)
